<abstract xml:lang="en">
The article examines the modes of manufacturing industry development in Russian regions and the dynamics of their change in 2017-2024. The information base consisted of data from 85 constituent entities of the Russian Federation, combined into a panel of 680 observations, including region and year. The modes were identified based on three indicators characterizing the dynamics of production, the change in the physical volume of gross value added of manufacturing industries, and their share in the region's gross value added. As a result, three following modes were identified: an established manufacturing base and inertial development; emerging growth points for manufacturing industries; and active growth of the manufacturing industry. The first mode turned out to be the most widespread and covers 66% of observations. An analysis of transitions revealed an increase in regional mobility in 2021-2022; 31 of the 85 constituent entities changed their mode, while only some of the transitions were maintained in subsequent years. The modes differ statistically in their prior values of research and development expenditures, investment intensity, and innovation indicators, with the emerging growth point regime combining the highest investment intensity with the lowest RD and innovation indicators. A fixed-effects regression model revealed no consistent relationship between annual changes in indicators within the region and subsequent production dynamics. These results suggest using the regime sequence as a tool for diagnosing regional industrial development and differentiating industrial policy directions.

<trans-abstract xml:lang="ru">
