<abstract xml:lang="en"><p>The development of rural territories is a paramount objective of state policy in the Russian Federation. However, its assessment is significantly hindered by the absence of direct statistical data at the village level, as all key indicators are published exclusively at the aggregate regional (subject) level. The article proposes and tests an advanced combined approach for extracting the rural component from regional data, specifically adapted for cross-sectional studies.

The proposed methodology integrates localization coefficients for sectoral indicators and differentiation coefficients for key demographic metrics. This allows for accounting for structural disparities between urban and rural areas. The study employs a sample of 34 agrarian and agro-industrial constituent entities of the Russian Federation to decompose investments in fixed assets and gross regional product.

Testing the method on data from Belgorod Oblast revealed that the traditional proportional approach based on population share overestimates investments in rural areas by 37% and gross regional product by 7.5%. In contrast, the proposed approach yields more accurate and substantiated results: the share of investment accounts for 25.2%, while the share of gross regional product stands at 32.2%.

These refined estimates enable a more precise analysis of the effectiveness of investments and financial mechanisms. Consequently, they can serve as a robust foundation for refining regional policies aimed at fostering the sustainable development of rural territories.</p>

<trans-abstract xml:lang="ru"><p>Развитие сельских территорий является важнейшей задачей государственной политики в РФ, однако оценить его затруднительно из-за отсутствия прямых статистических данных на уровне села, так как все основные показатели публикуются только на уровне субъектов в целом. В статье предлагается и апробируется усовершенствованный комбинированный подход выделения сельской компоненты из региональных данных, специально адаптированный для кросс-секционных исследований. Предложенный подход объединяет коэффициенты локализации для отраслевых показателей и коэффициенты дифференциации для ключевых демографических индикаторов, что позволяет учесть структурные различия между городскими и сельскими территориями. На базе выборки из 34 аграрных и аграрно-промышленных субъектов РФ проведена декомпозиция инвестиций в основной капитал и валового регионального продукта. Тестирование метода на данных Белгородской области показало, что пропорциональный подход по доле населения дает завышенную оценку инвестиций в сельской местности на 37%, а ВРП - на 7,5%, тогда как предложенный подход дает более точные и обоснованные результаты (доля инвестиций - 25,2%, а ВРП - 32,2%). Полученные оценки позволяют более точно анализировать эффективность инвестиционно-финансовых механизмов и могут стать основой для совершенствования региональной политики для развития сельских территорий</p>
