<abstract xml:lang="en"><p>The article examines mechanisms of state regulation aimed at ensuring technological sovereignty in the agro-industrial complex and provides their empirical assessment. The article aims to identify and analyze the effectiveness of the applied support instruments, taking into account their impact on overcoming key barriers to technological development.
The empirical base is formed on the results of a survey of 107 representatives of business, public authorities, and the scientific and educational community. The study employs comparative analysis, a “prevalence–effectiveness” matrix, and association rule analysis to identify stable combinations of barriers and support measures.
The results show that the system of state support is characterized by asymmetry: the most widespread instruments provide an adaptive effect but do not generate sustainable technological change, while more effective measures have limited coverage. It is established that key constraints manifest not as isolated factors but as stable combinations of barriers, primarily including the joint influence of financial limitations, administrative complexity, regulatory instability, and insufficient coordination among participants.
The study concludes that there is a need to shift from isolated tools to coordinated policy packages aimed at developing technological value chains, stimulating demand for innovation, and strengthening interaction between science, business, and the state.</p>

<trans-abstract xml:lang="ru"><p>В статье рассматриваются механизмы государственного регулирования, направленные на обеспечение технологического суверенитета агропромышленного комплекса, и проводится их эмпирическая оценка. Цель исследования заключается в выявлении и анализе результативности применяемых инструментов поддержки с учетом их влияния на преодоление ключевых барьеров технологического развития.
Эмпирическая база сформирована на основе анкетного опроса 107 представителей бизнеса, органов государственной власти и научно-образовательного сообщества. Использованы методы сравнительного анализа, матрица «распространенность - результативность», а также анализ ассоциативных правил для выявления устойчивых сочетаний барьеров и мер поддержки.
Результаты показывают, что система государственной поддержки носит асимметричный характер: наиболее распространенные инструменты обеспечивают адаптационный эффект, но не формируют устойчивых технологических изменений, тогда как более результативные меры имеют ограниченный охват. Установлено, что ключевые ограничения проявляются не в виде отдельных факторов, а в виде устойчивых сочетаний барьеров, прежде всего включающих совместное влияние финансовых ограничений, административной сложности, нестабильности правил и недостаточной координации участников.
Сделан вывод о необходимости перехода от изолированных инструментов к согласованным пакетам мер, ориентированным на развитие технологических цепочек, стимулирование спроса на инновации и усиление взаимодействия между наукой, бизнесом и государством</p>
