The article addresses the issue of distinguishing between the stable structural transformation of regional economies and the reversible changes in sectoral proportions that do not become embedded in the final structure of gross value added. The article aims to identify the role of the agricultural sector in the structural transformation of the economies of Russia’s regions based on a joint assessment of the intensity, accumulated trajectory, and direction of sectoral changes. The scientific novelty lies in the combined use of indicators of the final structural shift, the accumulated length of the trajectory, and the consolidation coefficient, supplemented by an assessment of the contribution of the agricultural share and the identification of the leading growing types of economic activity. It has been established that in most regions, the accumulated path of changes significantly exceeded the difference between the initial and final structures, which indicates the predominance of compensatory and mutually offsetting shifts. The developed typology made it possible to distinguish regions by the intensity of the final structural shift and the degree of its consolidation, as well as to identify the limited spread of sustained directed transformation. It has been determined that the relative share of the agricultural sector predominantly decreased. However, this reduction was not always the leading direction of structural movement and more often occurred simultaneously with an increase in the share of the extractive industry, manufacturing, real estate transactions, and construction. The results can be used by researchers in regional and agricultural economics, as well as by public authorities, when diagnosing structural processes and developing differentiated regional policies.
В статье решается научная проблема разграничений устойчивой структурной трансформации региональных экономик и возвратных изменений отраслевых пропорций, которые не закрепляются в конечной структуре валовой добавленной стоимости. Целью исследования является выявление места аграрного сектора в структурной трансформации экономик регионов России на основе совместной оценки интенсивности, накопленной траектории и направленности отраслевых изменений. Научная новизна заключается в совместном применении показателей итогового структурного сдвига, накопленной длинны траектории и коэффициента закрепления, дополненном оценкой вклада аграрной доли и выявлением ведущих растущих видов экономической деятельности. Установлено, что в большинстве регионов накопленный путь изменений существенно превышал различие между начальной и конечной структурами, что свидетельствует о преобладании возвратных и взаимно компенсирующих сдвигов. Разработанная типология позволила разграничить регионы по интенсивности конечного структурного сдвига и степени его закрепления, а также выявить ограниченное распространение устойчивой направленной трансформации. Определено, что относительная доля аграрного сектора преимущественно сокращалась, однако это сокращение не всегда являлось ведущим направлением структурного движения и чаще происходило одновременно с ростом долей добывающей промышленности, обрабатывающих производств, операций с недвижимостью и строительства. Результаты могут быть использованы исследователями региональной и аграрной экономики, а также органами государственной власти при диагностике структурных процессов и разработке дифференцированной региональной политики.
