<abstract xml:lang="en"><p>The article focuses on the digital toolkit development predicated on a competency-based approach to improve the effectiveness of training for bioeconomy. The article addresses the scientific challenge of conducting theoretical research, developing a methodological framework, and summarizing and analyzing a dataset on the competency characteristics of educational programs specialized in the bioeconomy in Russian regions. The study utilized a modified method for developing a taxonomy of educational areas and specializations, a mind mapping method, and bibliometric, cluster, and frequency analysis. As a result, the authors developed a “core” and supporting framework for bioeconomy training, obtained through expert selection from lists of training areas and specializations approved for implementation in Russia. A significant dataset was compiled.
This dataset contains approximately 3,200 educational programs with a variety of professional competencies, which made it possible to create a unified database. A specialized web application to manage this database was created. 

A cluster analysis of the collected competencies was also conducted. Thus, the conducted research has provided the emergence of new digital tools that can have a positive impact on the organization of personnel training for bioeconomy. The article will be of interest to educators, researchers, and practitioners interested in Russian bioeconomy development and tools for aligning the labor market and education system to ensure this development.</p>

<trans-abstract xml:lang="ru"><p>Исследование посвящено созданию цифрового инструментария на основе компетентностного подхода с целью повышения эффективности подготовки кадров для биоэкономики. В статье решается научная задача по проведению теоретических изысканий, формированию методических основ, обобщению и анализу массива собранных данных о компетентностных характеристиках профильных для биоэкономики образовательных программах в регионах России. В работе использован модифицированный метод формирования таксономии направлений и специальностей подготовки кадров, метод составления интеллект-карт, а также методы проведения библиометрического, кластерного и частотного анализа. В результате авторами были сформированы «ядерный» и обеспечивающий контур подготовки кадров в биоэкономике, полученные экспертным отбором из перечней направлений и специальностей подготовки кадров, разрешенных к реализации в России. При этом был собран значительный информационный массив, содержащий около 3,2 тыс. образовательных программ с множеством профессиональных компетенций, что позволило сформировать соответствующую единую базу данных. Кроме того, было создано специальное веб-приложение для ведения этой базы данных. Параллельно осуществлен кластерный анализ собранных компетенций. Таким образом, проведенные исследования обеспечили появление нового цифрового инструментария, способного оказать позитивное влияние на организацию подготовки кадров в биоэкономике. Статья будет интересна преподавателям и исследователям, а также практикам, интересующимся вопросами формирования отечественной биоэкономики и инструментами для сопряжения рынка труда и системы образования в интересах их развития</p>
