The article analyzes the evolution of the concept of green finance, as well as examining various methodological approaches to its formation within the context of sustainable economic development. The article provides an original definition, formulated on the basis of systematization and critical analysis of existing interpretations, alongside the economic substance of the scientific category of the green economy. Within the framework of this work, the chronology of the green finance concept's development and its essential connection with the green economy category are examined. The article argues that attempts to modify the definition of the green economy provided by D.W. Pearce et al. in 1989, which concentrates the essence of the green economy on the capacity for self-reproduction on a sustainable basis, are unjustified. This definition is concise and comprehensive; it requires no additions or modifications. The lack of a unified definition for green finance, similar to that of the green economy, has spawned numerous approaches to its formulation. Interpretations from goal-oriented, investment, and global perspectives, along with their variations, share a common flaw: they ignore the redistributive nature inherent in any financial system. Taking this into account, and relying on the Pearce's content of the scientific category of green economy, the authors propose their own definition of green finance. Green finance is proposed to be understood as a system of economic relations regarding the formation, allocation, and utilization of monetary funds for projects and measures ensuring the sustainable self-reproduction of the economy. The results of the conducted research can be used to improve state policy in the field of sustainable economic development, as well as to enrich the scientific base in the sphere of green finance.
Исследование посвящено анализу эволюции понятия «зеленых» финансов, а также рассмотрению различных методологических подходов к их формированию в контексте устойчивого экономического развития. Научная новизна представлена в виде авторского определения, сформулированного на основе систематизации и критического анализа имеющихся трактовок, а также экономического содержания научной категории «зеленая» экономика. В рамках работы изучается хронология развития концепции «зеленых» финансов, ее сущностной связи с категорией «зеленая» экономика. Аргументирована необоснованность попыток видоизменить определение «зеленой» экономики, данное в 1989 г. Д.У. Пирсом и др., концентрирующее сущность «зеленой» экономики в способности к самовоспроизводству на устойчивой основе. Емкое и полное, оно не нуждается в дополнениях или модификациях. Отсутствие у «зеленых» финансов такого же, как у «зеленой» экономики, унифицированного определения породило массу подходов к его формированию. Трактовки целеполагающего, инвестиционного, глобального взглядов и их вариаций отличаются общим недостатком – игнорированием важной составляющей любых финансов – их перераспределительной природы. Учитывая это, а также опираясь на пирсоновское содержание научной категории «зеленая» экономика, предложено авторское определение «зеленых» финансов, под которыми предлагается понимать систему экономических отношений по формированию, распределению и использованию денежных средств на реализацию проектов и мер, обеспечивающих устойчивое самовоспроизводство экономики. Результаты проведенного исследования могут быть использованы для совершенствования государственной политики в сфере устойчивого экономического развития, а также для пополнения научной базы в сфере «зеленых» финансов
