The article examines the process of integrating the concepts of bioeconomics and biotechnologies into the strategy of socio-economic security of Russia. An analytical review of the scientific literature reveals a significant gap in the integrated approach to integrating the concepts under consideration into the specified strategy, which creates risks and missed opportunities for the country's sustainable development. The article proposes a theoretical model of the interrelationships of bioeconomics, biotechnologies and socio-economic security. It is argued that the theoretical model has the potential to be used in quantifying established relationships. However, its current use is limited by the lack of a system of biotechnological safety indicators and their monitoring. It is proposed to study the structure of this system and identify categories of indicators covering various aspects of the country's biotechnological security. The article develops the Algorithm of Actions for Integrating the Concepts of Bioeconomics and Biotechnologies into the Strategy of Socio-Economic Security of Russia and provides recommendations for its implementation. The following conclusion is drawn: the integration of the concepts of bioeconomics and biotechnologies into the strategy of socio-economic security of Russia is a complex, multifaceted, continuous, but necessary process in modern conditions, requiring coordinated efforts on the part of the state, as well as key national institutions such as science, business and society.
Исследуется процесс интеграции концепций биоэкономики и биотехнологий в стратегию социально-экономической безопасности России. Проведенный аналитический обзор научной литературы выявил существенный пробел в комплексном подходе к интеграции рассматриваемых концепций в указанную стратегию, создающий риски и упущенные возможности устойчивого развития страны. Предложена и интерпретирована теоретическая модель взаимосвязей биоэкономики, биотехнологий и социально-экономической безопасности. Аргументировано, что теоретическая модель обладает потенциалом применения в количественной оценке установленных взаимосвязей. Однако, ее текущее использование ограничено отсутствием системы индикаторов биотехнологической безопасности и их мониторинга. Предложено изучить структуру этой системы и определить категории индикаторов, охватывающих различные аспекты биотехнологической безопасности страны. Разработан «Алгоритм действий интеграции концепций биоэкономики и биотехнологий в стратегию социально-экономической безопасности России», сформулированы рекомендации по его реализации. Сделан вывод: интеграция концепций биоэкономики и биотехнологий в стратегию социально-экономической безопасности России - это сложный, многогранный, непрерывный, но необходимый процесс в современных условиях, требующий скоординированных усилий со стороны государства, а также ключевых национальных институтов – науки, бизнеса и общества.
