<abstract xml:lang="en"><p>The article proposes the Trade Policy Resilience Framework as an applied modification of the Economic Security and Sanctions Response Framework, designed to provide a quantitative assessment of the effects of trade tariffs and to support the design of resilient trade policy in developing countries. The model retains a dual-track architecture and makes it possible to simultaneously analyse the initiator’s tariff strategy, the institutional feasibility of the measures and their feedback costs, as well as the target country’s vulnerability profile, resilience capacity, response strategy effectiveness, and economic policy adaptation mechanisms. A formalized set of indices with normalization and aggregation procedures suitable for cross-country comparison and scenario-based forecasting is introduced. The model may help developing countries identify critical external trade dependencies, assess the limits of their resilience to tariff pressure and sanctions-related pressure of a similar logic, and substantiate diversification, import substitution, and institutional adaptation measures aimed at strengthening economic security.</p>

<trans-abstract xml:lang="ru"><p>В статье предложена Модель устойчивости торговой политики как прикладная модификация модели экономической безопасности и санкционного реагирования, предназначенная для количественной оценки воздействия торговых тарифов и проектирования устойчивой торговой политики развивающихся стран. Модель сохраняет двухканальную архитектуру и позволяет одновременно анализировать тарифную стратегию инициатора, институциональную реализуемость мер и их обратные издержки, а также профиль уязвимостей страны-мишени, её потенциал устойчивости, эффективность ответной стратегии и адаптационные механизмы экономической политики. Предложен формализованный набор индексов с процедурами нормализации и агрегирования, пригодный для межстрановых сопоставлений и сценарного прогнозирования. Практическая значимость модели состоит в том, что она позволяет развивающимся странам выявлять критические внешнеторговые зависимости, оценивать пределы устойчивости к тарифному и близкому по логике санкционному давлению, а также обосновывать меры диверсификации, импортозамещения и институциональной адаптации в целях укрепления экономической безопасности.</p>
