The article substantiates the need to develop a concept for the development of the land reclamation complex of the Republic of Sakha (Yakutia) for the medium term. The development of the concept consolidates a set of measures to expand the area and increase the productivity of agricultural land through the implementation of all types and types of land reclamation possible in the agro-climatic conditions of Yakutia. Underfunding of Yakutiarsquo;s land reclamation complex is a systemic problem. The republicrsquo;s share in federal financing (0.12%) is 5 times less than its share in the area of reclaimed lands in Russia (0.6%), which leads to degradation of infrastructure: out of 94 thousand hectares on the balance sheet, only 37 thousand hectares are exploited. It is necessary to develop scientifically based regional cost standards and methods for assessing the effectiveness of land reclamation and operation of hydraulic engineering systems, taking into account the unique agro-climatic conditions of Yakutia. The strategic goal of the proposed concept is to increase the level of self-sufficiency in agricultural products through the full use of the potential of reclaimed lands in Yakutia.
В статье обоснована необходимость разработки концепции развития мелиоративного комплекса Республики Саха (Якутия) на среднесрочный период. Разработка концепции консолидирует комплекс мер по расширению площади и повышению продуктивности сельскохозяйственных угодий через осуществление всех типов и видов мелиорации земель, возможных в агроклиматических условиях Якутии. Недофинансирование мелиоративного комплекса Якутии является системной проблемой. Доля республики в федеральном финансировании (0,12%) в 5 раз меньше ее доли в площади мелиорируемых земель России (0,6%), что приводит к деградации инфраструктуры: из 94 тыс. га на балансе эксплуатируется лишь 37 тыс. га. Требуется разработка научно обоснованных региональных нормативов затрат и методик оценки эффективности мелиорации и эксплуатации ГТС с учетом уникальных агроклиматических условий Якутии. Стратегической целью предлагаемой концепции является рост уровня самообеспеченности сельскохозяйственной продукцией за счет полного использования потенциала мелиорируемых земель в Якутии.
