Despite a significant list of works devoted to rural development, the issue of realizing economic interests (REI) through increasing household incomes and providing infrastructure facilities in rural areas has not yet been resolved. The main purpose of the article is to identify changes in the level of realization of rural economic interests in the context of municipalities of the Voronezh region. In this context, a system of indicators has been formed and an assessment for 2013-2022 has been carried out according to two blocks: direct (income) and indirect (infrastructural provision) realization of economic interests for each district, as a result of which 7 types of rural territories of the region with their different combinations are identified. In general, the level of REI has increased in all municipalities, but in 9 districts (28% of their total number) it remains low. In 7 districts (22%), income growth rates exceed the growth rate of infrastructure facilities, in 6 districts (19%), on the contrary, the growth rate of infrastructure provision is higher than the growth rate of income, and in 10 districts (31%), an uneven combination of income growth rates and the availability of infrastructure facilities persists. Smoothing out the identified negative trends is possible by combining the efforts of authorities at all levels to create conditions for meeting the needs of villagers and increasing the level of realization of the interests of the rural population.
Несмотря на значительный перечень работ, посвященных развитию сельских территорий, вопрос реализации экономических интересов (РЭИ) через повышение доходов населения и обеспеченность объектами инфраструктуры на селе до сих пор не решен. Основная цель статьи заключается в выявлении изменений уровня реализации сельских экономических интересов сельских жителей в разрезе муниципальных образований Воронежской области. В этом ключе сформирована система показателей и проведена оценка за 2013-2022 гг. по двум блокам: непосредственная (доходы) и опосредованная (инфраструктурная обеспеченность) реализация экономических интересов населения по каждому району, в результате чего определены 7 типов сельских территорий региона с разным их сочетанием. В целом уровень РЭИ повысился во всех муниципальных образованиях, но в 9 районах (28% от их общего числа) продолжает оставаться низким. В 7 районах (22%) темпы роста доходов превышают темпы роста обеспеченности объектами инфраструктуры, в 6 районах (19%) наоборот - темпы роста инфраструктурной обеспеченности выше, чем темпы роста доходов, а в 10 районах (31%) - сохраняется неравномерное сочетание темпов роста доходов и наличия объектов инфраструктуры. Сглаживание выявленных негативных тенденций возможно за счет объединения усилий органов власти всех уровней по созданию условий удовлетворения потребностей селян и повышение уровня реализации интересов сельского населения.
