The results of the implementation of individual subprograms of the Federal Scientific and Technical Program for the Development of Agriculture in Russia for 2017-2030 are studied. The main trends are identified and conceptual directions for the development of sub-sectors of the agricultural sector in the medium term are formed, taking into account the results of the implementation of this Program. A compilation of the theory and practice of innovative technological shifts in agricultural production in foreign countries confirmed the possibility of using various business models and mechanisms for stimulating the implementation of technologies. It is concluded that the improvement of mechanisms for stimulating the development and implementation of new technologies should be developed in the direction of strengthening grant support for the development of individual varieties; placing government orders for seed production; subsidizing the costs of developing the material and technical base; improving the institutional framework for protecting the rights of domestic breeders. Given the global trends in the development of agricultural science towards convergence with other fields of knowledge, a fairly effective measure is state financing of interdisciplinary agricultural production projects based on the synthesis of information technology, biotechnology and (or) nanotechnology to predict technological changes.
Исследованы результаты реализации отдельных подпрограмм Федеральной научно-технической программы развития сельского хозяйства России на 2017-2030 гг. (ФНТП). Выявлены основные тренды и сформированы концептуальные направления развития подотраслей аграрной отрасли в среднесрочной перспективе с учетом результатов реализации ФНТП. Компиляция теории и практики инновационных технологических сдвигов в аграрном производстве зарубежных стран подтвердила возможность использования различных бизнес-моделей и механизмов стимулирования внедрения технологий. Сделан вывод, что совершенствование механизмов стимулирования разработки и внедрения новых технологий должно развиваться в направлении усиления грантовой поддержки разработки отдельных сортов сельхозкультур, размещения государственных заказов на производство семян, субсидирования затрат на развитие материально-технической базы, совершенствование институциональных основ защиты прав отечественных селекционеров. С учётом мировых тенденций в развитии аграрной науки в направлении конвергенции с другими областями знаний достаточно эффективной мерой является государственное финансирование междисциплинарных проектов сельскохозяйственного производства на базе синтеза информационных технологий, биотехнологий и (или) нанотехнологий для прогнозирования технологических изменений.
