The article is devoted to the evolution of the problems of local territories, in particular, rural territories in the concept of sustainable development. The chronological framework and stages, the specifics of the development of the problems of local territories in the concept of sustainable development are determined using content analysis of strategic planning documents, critical analysis and generalization of theoretical and methodological works. It has been established that this issue is generally in the field of attention of the international community, but the focus is more on cities than on rural areas. Despite the objective reasons for this situation, including taking into account the competitive advantages of cities (migration attractiveness due to a greater variety of places of employment, leisure activities, developed infrastructure, etc.), the necessity of purposeful work of the scientific community and government authorities in the direction of sustainable development of rural areas, as well as interconnected rural and urban development is justified. It is proved that in the modern world, the synthesis of the postulates of the concept of sustainable development and the neoendogenous model of rural development can serve as the theoretical and methodological basis for rural development in the absence of a special theory / concept. Recommendations have been developed to improve the state policy of the Russian Federation in the field of rural development.
Статья посвящена эволюции проблематики локальных территорий, в частности, сельских территорий в концепции устойчивого развития. На основе контент-анализа документов стратегического планирования, критического анализа и обобщения теоретико-методологических работ определены хронологические рамки и этапы, показана специфика развития проблематики локальных территорий в концепции устойчивого развития. Установлено, что данная проблематика в целом находится в поле внимания международного сообщества, однако фокус направлен в большей степени на города, нежели на сельские территории. Несмотря на объективные причины такой ситуации, связанные в том числе с конкурентными преимуществами городов (миграционная привлекательность в силу большего разнообразия мест приложения труда, проведения досуга, развитости инфраструктуры и др.), обоснована необходимость целенаправленной работы научного сообщества, органов власти по обеспечению устойчивого развития сельских территорий, а также взаимосвязанного сельско-городского развития. Обосновано, что в современном мире теоретико-методологической основой развития сельских территорий в условиях отсутствии специальной теории / концепции может выступить синтез постулатов концепции устойчивого развития и неоэндогенной модели сельского развития. С учетом этого разработаны рекомендации по совершенствованию государственной политики Российской Федерации в области развития сельских территорий.
