In 2022-2025, due to the effect of a large number of sanctions, reducing import dependence in key areas of agriculture and the food industry has become very important. Such groups of goods as grains, oilseeds, meat, milk, eggs, vegetables, and sugar form the basis of the diet and are most important for ensuring food security. The experience of 2014-2021 confirms the correctness of choosing these groups as priorities for import substitution: for them, the dependence was the most sensitive, and for them, the greatest progress was achieved, which increased the stability of the Russian food market. At the same time, the persistence of certain bottlenecks (seeds, breeding material, some types of products) means that in the area of food security, the strategy should evolve with a shift in focus from sufficient production towards innovative development of agriculture and increasing the competitiveness of Russian agricultural products in the world market. However, in the period 2023-2025, the negative impact of internal economic factors, (in particular, the adopted regulatory measures, the high key rate, the exit of farms and medium-sized agricultural enterprises from the business) on the further growth of export operations began to increase. The article examines the import dependence and export of grain products using the example of wheat and corn in 2014-2021. It also examines the current situation, which is developing under the influence of external and internal factors, such as the availability of domestic seed material, regulatory measures and the effectiveness of economic incentives for the growth of Russian export operations in the wheat and corn market (2022-2024).
В 2022-2025 гг. в связи с действием большого количества санкций снижение импортозависимости в ключевых сферах сельского хозяйства и пищевой промышленности приобрело большое значение. Такие группы товаров, как зерновые, масличные, мясо, молоко, яйца, овощи, сахар составляют основу рациона и наиболее важны для обеспечения продовольственной безопасности. Опыт 2014-2021 гг. подтверждает правильность выбора именно этих групп в качестве приоритетных для импортозамещения: по ним зависимость была наиболее чувствительной, и по ним же достигнут наибольший прогресс, что повысило устойчивость продовольственного рынка РФ. В то же время сохранение отдельных узких мест (семена, племенной материал, некоторые виды продукции) означает, что в сфере продовольственной безопасности стратегия должна эволюционировать от достаточного объёма производства в направлении инновационного развития сельского хозяйства и повышения конкурентоспособности российской аграрной продукции на мировом рынке. Однако в период 2023-2025 гг. стало усиливаться негативное воздействие внутренних экономических факторов (в частности, принятых регулятивных мер, высокой ключевой ставки, выхода из бизнеса фермерских хозяйств и средних сельскохозяйственных предприятий) на дальнейший рост объемов экспортных операций. В статье анализируется импортозависимость и экспорт зерновых товаров на примере пшеницы и кукурузы в 2014-2021 гг. Рассматривается также текущая ситуация, складывающаяся под влиянием внешних и внутренних факторов, таких как наличие отечественного семенного материала, регулятивных мер и действенность экономических стимулов для роста российских экспортных операций на рынке пшеницы и кукурузы (2022-2024 годы).
