The article examines the structure of the countryrsquo;s agri-food complex Development Strategy. The article describes a set of legislative acts forming the legal basis of the Strategy, assessing the current state and trends in the development of the agro-food complex, defining goals and objectives, and a set of measures reflecting the content of state policy in this area. It is noted that it is the state, as the regulator of macroeconomic processes, that not only determines long-term development goals, but also develops various kinds of strategies containing a set of measures that ensure the achievement of set goals and affect individual groups of economic entities. At the same time, the state not only forms the institutional environment necessary for the implementation of development strategies, but also encourages subjects to use schemes for organizing intersubjective interactions that ensure, from the point of view of the state, the fastest and most effective solution to the problems of developing the system of social production and its individual elements. In conclusion, the basic tasks of strategic management of the development of the agro-food complex and the improvement of the system of intersubject interactions are formulated.
В статье рассматривается структура Стратегии развития агропродовольственного комплекса страны. Дано описание совокупности законодательных актов, формирующих правовую основу Стратегии, оценку текущего состояния и тенденций развития агропродовольственного комплекса, определение целей и задач, совокупности мероприятий, отражающих содержание государственной политики в данной сфере. Отмечается, что именно государство как регулятор макроэкономических процессов не только определяет долгосрочные цели развития, но и разрабатывает различного рода стратегии, содержащие совокупность мероприятий, обеспечивающих достижение поставленных целей и воздействующих на отдельные группы экономических субъектов. При этом государство не просто формирует институциональную среду, необходимую для реализации стратегий развития, но и стимулирует субъекты к использованию схем организации межсубъектных взаимодействий, обеспечивающих, с точки зрения государства, максимально быстрое и эффективное решение задач развития системы общественного производства и ее отдельных элементов. В заключении формулируются базовые задачи стратегического управления развитием агропродовольственного комплекса и совершенствования системы межсубъектных взаимодействий.
