The urgency of implementing the import substitution strategy is increasing due to the active spread of unfair competition methods by multinational companies to achieve their goals. Russia is faced with the need to overcome a large number of restrictions. The purpose of the study is to identify strategic priorities, ways and methods of agricultural development based on the formation and activation of an import substitution strategy for agro-industrial production on an innovative and technological basis. The object of the study is the system for ensuring the sustainable development of the agro-industrial complex, formed as a result of the implementation of an advanced import substitution strategy on an innovative and technological basis. The subject of the study is the economic relations arising in the process of developing and implementing an advanced import substitution strategy on an innovative and technological basis in the agro-industrial complex of Russia. For Russia, the import substitution strategy is developing in the direction from ensuring domestic demand with domestic goods to outstripping import substitution and achieving stable export-oriented production. The conducted retrospective and forecast analysis showed that the share of food and agricultural products in Russiarsquo;s exports increased from 2.6% in 2011 to 7.3% in 2021 and is projected to reach 12.2% by 2027. Accelerated development of the agro-industrial complex is required to achieve strategic goals for the development of the national economy. To this end, the implementation of an advanced import substitution strategy in the Russian agro-industrial complex on an innovative and technological basis is proposed, which is focused on achieving technological leadership, food security and production of high-quality goods, expanding export supplies and the geography of the sales market, and increasing the share of innovative goods.
Актуальность реализации стратегии импортозамещения повышается в связи с активным распространением транснациональными компаниями недобросовестных методов конкуренции для достижения своих целей. Россия столкнулась с необходимостью преодоления большого количества ограничений. Цель исследования - выявление стратегических приоритетов, путей и методов развития АПК на основе формирования и активизации стратегии импортозамещения агропромышленного производства на инновационно-технологической основе. Объектом исследования выступает система обеспечения устойчивого развития АПК, сформированная в результате реализации опережающей стратегии импортозамещения на инновационно-технологической основе. Предметом исследования являются экономические отношения, возникающие в процессе разработки и реализации опережающей стратегии импортозамещения на инновационно-технологической основе в АПК России. Для России стратегия импортозамещения развивается в направлении от обеспечения внутреннего спроса отечественными товарами до опережающего импортозамещения и достижения стабильного экспортоориентированного производства. Проведенный ретроспективный и прогнозный анализ показал, что доля продовольственной и сельскохозяйственной продукции в экспорте России выросла с 2,6 % в 2011 г. до 7,3 % в 2021 г., по прогнозам, она может достичь 12,2 % к 2027 г. Для достижения стратегических целей развития национальной экономики требуется ускоренное развитие АПК. В этих целях предложена реализация в российском АПК опережающей стратегии импортозамещения на инновационно-технологической основе, которая ориентирована на достижение технологического лидерства, продовольственной безопасности и производство высококачественных товаров, на расширение экспортных поставок и географии рынка сбыта, рост доли инновационных товаров.
