Digitalization is one of the strategic development goals for the agro-industrial complex that will allow achieving the goals set by the President of Russia to increase the volume of production and exports of agricultural products. The authors reviewed the regulatory framework for the development of digitalization in the country, as well as identified factors that hinder the development of digitalization. The article describes the main measures of budgetary and tax incentives for the development of digitalization in the agro-industrial complex. The analysis conducted by the authors showed that the volume of investments, as well as the costs of organizations for digital technologies in the agro-industrial complex are at a low level. At the same time, digitalization makes it possible to process the large amount of data, carry out operational monitoring and control over the functioning of the agricultural sector. It is noted that the Ministry of Agriculture of Russia already uses 11 digital information systems. To regulate market failures, the authors propose the formation of the digital platform Integrated price monitoring system in the agro-industrial complex, which will characterize the formation of prices for agri-food products throughout the value chain. The digital platform includes the formation of digital services, tools for analyzing and regulating the price situation, which will ensure more effective interaction between all subjects of the agri-food market, as well as create the basis for making operational management decisions.
Цифровизация для АПК является одной из стратегических задач развития, решение которой позволит достичь поставленных Президентом России задач по увеличению объема производства и экспорта продукции АПК. Авторами рассматривается нормативная правовая база развития цифровизации и выявляются факторы, ей препятствующие. В статье исследованы основные меры бюджетно-налогового стимулирования развития цифровизации в АПК. Проведенный анализ показал, что объем инвестиций, а также затрат организаций на цифровые технологии в АПК находится на крайне низком уровне. Цифровизация позволяет обеспечить обработку большого массива данных, осуществлять оперативный мониторинг и контроль за функционированием отрасли. Отмечено, что Минсельхозом России уже внедрены 11 цифровых информационных систем. Для оперативного регулирования рынка авторами предлагается формирование цифровой платформы Комплексная система мониторинга цен в АПК, которая будет характеризовать формирование цен на агропродовольственную продукцию по всей производственно-сбытовой цепочке. Цифровая платформа включает формирование цифровых сервисов, а также инструментарий для анализа и регулирования ценовой ситуации, что позволит обеспечить более эффективное взаимодействие между всеми субъектами агропродовольственного рынка, а также создаст базу для принятия оперативных управленческих решений.
