The integrated development of rural areas, due to the diversity of their economic, social and environmental conditions, requires a targeted solution to urgent problems. One of the most effective tools here is project activity. In turn, the effectiveness of the latter depends on the quality and timeliness of the procedures for initiating and selecting projects for financing, analyzing, summarizing and replicating best design practices. The article shows the inconsistency of a number of criteria used for the selection of projects. The proposal to improve the general procedure for selecting projects and allocating budget funds for their implementation is substantiated.
Комплексное развитие сельских территорий в силу разнообразия их экономического, социального и экологического состояния требует точечного решения актуальных проблем. Одним из наиболее действенных инструментов здесь выступает проектная деятельность. В свою очередь эффективность последней зависит от качества и своевременности процедур инициации и отбора проектов для финансирования, анализа, обобщения и тиражирования лучших проектных практик. В статье показана несостоятельность ряда критериев, применяемых для отбора проектов. Обосновано предложение по совершенствованию общего порядка отбора проектов и выделения бюджетных средств на их реализацию.
