The article identifies the content and main characteristics of the spatial and sectoral potential (SSP) of rural areas, which means an integrated combination of resources, reserves and opportunities for the development of sectors of the rural economy. It has been proven that the strategic management of rural SSPs is based on spatial and sectoral approaches, which makes it possible to link the possibilities of using spatial potential in accordance with the sectoral structure of the economy. A methodology for assessing the relationship between the degree of use of spatial and sectoral potential and the level of development of rural areas was proposed. The results of its application were taken into account when justifying the strategic parameters of rural development according to inertial, basic and optimistic scenarios. This approach can be used to improve rural policies.
В статье выявлено содержание и определены основные характеристики пространственно-отраслевого потенциала (ПОП) сельских территорий, под которым понимается интегрированная комбинация ресурсов, резервов и возможностей развития отраслей сельской экономики. Доказано, что стратегическое управление сельским ПОП базируется на пространственном и отраслевом подходах, что позволяет увязывать возможности задействования пространственного потенциала в соответствии с отраслевой структурой экономики. Предложена методика оценки взаимосвязи степени использования пространственно-отраслевого потенциала и уровня развития сельских территорий. Результаты её применения учитывались при обосновании стратегических параметров сельского развития по инерционному, базовому и оптимистическому сценариям. Данный подход может быть использован при совершенствовании мер сельской политики.
