The article describes the functioning of the vegetable product subcomplex of the agro-industrial complex of Russia. It is noted that the volume of vegetable production is insufficient to meet the needs of the country and weakly responds to external changes in the institutional environment, with the exception of force majeure factors. The purpose of the study: to determine the promising mechanisms for the development of regional subsystems of the vegetable product subcomplex in order to achieve the normative value of self-sufficiency established in the Doctrine of Food Security of Russia. The scientific and practical significance of the study is determined by the assessment of the achieved level of development of the vegetable product subcomplex of Russia in dynamics. Promising mechanisms for the development of regional subsystems of the vegetable product subcomplex are proposed. Based on the results of the study, the following main conclusions were made: the vegetable product subcomplex is in the stage of transformation of both the production and organizational and economic mechanism, which is due to market demands; a high degree of dependence on imports remains, since domestic production is not enough; a decrease in the share of private household plots indicates the degradation of regional production systems of the subcomplex due to the production and spatial compression of rural areas.
В статье охарактеризовано функционирование овощепродуктового подкомплекса АПК России. Отмечается, что объём производства овощей недостаточен для удовлетворения потребностей страны и слабо реагирует на внешние изменения институциональной среды за исключением факторов форс-мажорного характера. Цель исследования: определение перспективных механизмов развития региональных подсистем овощепродуктового подкомплекса для достижения нормативного значения самообеспечения, установленного в Доктрине продовольственной безопасности России. Научная и практическая значимость исследования определяется тем, что дана оценка достигнутого уровня развития овощепродуктового подкомплекса России в динамике, предложены перспективные механизмы развития региональных подсистем овощепродуктового подкомплекса. По итогам исследования сделаны следующие основные выводы: овощепродуктовый подкомплекс находится в стадии трансформации как производственного, так и организационно-экономического механизма, что обусловлено требованиями рынка; сохраняется высокая степень зависимости от импорта, поскольку объёмов собственного производства недостаточно; сокращение доли ЛПХ свидетельствует о деградации региональных производственных систем подкомплекса из-за производственного и пространственного сжатия сельских территорий.
