The article is devoted to the development and testing of a methodological approach to assessing the impact of environmental costs on the productivity of agricultural land and the economic effect for enterprises of the agro-industrial complex (AIC) in the context of the implementation of federal projects of the national project Ecology. A mathematical method for estimating the dependence of agricultural land productivity on the costs of environmental measures is proposed. To analyze the effectiveness, the efficiency index of financing environmental measures in the agro-industrial complex was used, as well as an integral efficiency index to assess the impact of the national project Ecology on the agricultural sector as a whole. Based on official data, using the developed indices, ratings of regions on the effectiveness of environmental investments in agriculture for the period 2020-2023 have been compiled. A significant differentiation of regions in terms of the efficiency of environmental costs in agriculture was revealed, while higher efficiency was noted in agrarian-oriented regions. Special attention is paid to the projects Improvement of the Volga River and Conservation of forests, which have shown the greatest effectiveness in the context of their impact on the agro-industrial complex. The proposed indicators and research results can be used to optimize environmental investments in the agricultural sector and plan further measures to improve the effectiveness of the national Ecology project in the field of agriculture.
Статья посвящена разработке и апробации методологического подхода к оценке влияния, которое затраты на экологические мероприятия оказывают на продуктивность сельскохозяйственных земель и экономический эффект для предприятий агропромышленного комплекса (АПК) в контексте реализации федеральных проектов в рамках нацпроекта Экология. Предложен математический метод оценки зависимости продуктивности сельскохозяйственных земель от затрат на экологические мероприятия. Для анализа эффективности использован индекс эффективности финансирования экологических мероприятий в АПК, а также интегральный индекс эффективности для оценки влияния нацпроекта Экология на сельскохозяйственный сектор в целом. На основе официальных данных с использованием разработанных индексов составлены рейтинги регионов по эффективности экологических инвестиций в АПК за период 2020-2023 гг. Выявлена значительная дифференциация регионов по уровню эффективности экологических затрат в сельском хозяйстве, при этом отмечена более высокая эффективность в аграрно-ориентированных регионах. Особое внимание уделено проектам Оздоровление Волги и Сохранение лесов, показавшим наибольшую эффективность в контексте влияния на АПК. Предложенные индикаторы и результаты исследования могут быть использованы для оптимизации экологических инвестиций в сельскохозяйственном секторе и планирования дальнейших мероприятий по повышению эффективности нацпроекта Экология в области АПК.
