The article is devoted to the issues of development of lending in the system of economic mechanism in the agro-industrial complex. The author emphasizes that in the current conditions of significant sanctions pressure on the Russian economy, the main tasks of agricultural policy are to ensure food security and technological sovereignty of the country. For these purposes, it is extremely important to form an effective balanced system of economic instruments, including mechanisms of agricultural lending. It is noted that lending in the system of economic mechanism in the agro-industrial complex plays one of the key roles. The article examines the dynamics of lending development in the agro-industrial complex, studies the localization of credit resources. In the context of the subjects of the Russian Federation, an assessment of absolute and relative indicators of lending development is carried out. It is noted that at present, significant differentiation of regions in the level of lending continues to be observed in the agro-industrial complex: per 1 hectare of agricultural land, per person employed in the industry, per thousand rubles of produced goods, the volumes of lending can differ from 300 to 1000 times. The author emphasizes that the main factor in the development of lending in the agricultural sector of the economy is ensuring the physical and economic availability of borrowed resources. Therefore, the current monetary and credit policy of the state and its rationality, the availability of long-term sources of borrowing, the level of development of the credit and banking sector, both from the point of view of institutions and from the point of view of infrastructure, state support for lending and investment activities in the agro-industrial complex should come to the fore.
Статья посвящена вопросам развития кредитования в системе экономического механизма в АПК. Автор подчеркивает, что в современных условиях существенного санкционного давления на российскую экономику главными задачами аграрной политики являются обеспечение продовольственной безопасности и технологического суверенитета страны. В этих целях крайне важно сформировать эффективную сбалансированную систему экономических инструментов, включая механизмы аграрного кредитования. Отмечается, что кредитование в системе экономического механизма в АПК играет одну из ключевых ролей. В статье исследуется динамика развития кредитования в АПК, изучена локализация кредитных ресурсов. В разрезе субъектов Российской Федерации проведена оценка абсолютных и относительных показателей развития кредитования. Отмечается, что в настоящее время в АПК продолжает наблюдаться существенная дифференциация регионов по уровню кредитования. Так, в расчете на 1 га сельскохозяйственных угодий, на одного занятого в отрасли, на тысячу рублей произведенной продукции объемы кредитования могут отличаться от 300 до 1000 раз. Подчеркивается, что главным фактором развития кредитования в аграрном секторе экономики является обеспечение физической и экономической доступности заемных ресурсов. Поэтому на первый план должны выходить текущая денежно-кредитная политика государства и ее рациональность, наличие долгосрочных источников заимствования и в целом уровень развития кредитно-банковской сферы, как с точки зрения институтов, так и с точки зрения инфраструктуры. Необходима государственная поддержка кредитования и инвестиционной деятельности в АПК.
