The article identifies the basic factors influencing the development of rural areas. It is established that they have a managerial nature and are primary in relation to other factors. It is shown that their accounting requires improvement of the strategy of public administration. It is concluded that the solution of this problem requires compliance with a number of conditions: to form a mechanism for the influence of local communities on decisions taken by authorities in the field of rural development; to rationally distribute functions, powers and resources between administrative levels; to improve methodological approaches to designing the structure of the rural territories management system, developing programs for their development, staffing the village, as well as increasing the motivation of authorities for the development of rural territories.
В статье определены базовые факторы, влияющие на развитие сельских территорий, установлено, что они имеют управленческую природу и первичны по отношению к другим факторам. Показано, что их учет требует совершенствования стратегии государственного управления. Сделан вывод, что решение этой проблемы предполагает соблюдения ряда условий: сформировать механизм влияния местных сообществ на решения, принимаемые органами власти в сфере сельского развития; рационально распределить функции, полномочия и ресурсы между административными уровнями; усовершенствовать методические подходы к проектированию структуры системы управления сельскими территориями, к разработке программ их развития, кадровому обеспечению села, а также к повышению мотивации органов власти в развитии сельских территорий
