The realization of the export potential of the agro-industrial complex of Russia, in particular, the regions of Siberia, requires the organization of mutually beneficial cooperation with foreign partners based on a balance of interests and mutual benefit. The article presents the results of a study on the export of fat and oil products from the regions of Siberia to China. The features and risks of working with exported agricultural products in commodity markets are considered, the specifics of the distribution of Russian vegetable oils to the Chinese market are determined, as well as factors constraining the achievement of high operational performance by exporters and other participants in the supply chain. The necessity of further implementation of cluster policy in Russia and the organization of cluster structures in the agro-industrial complex as centers of investment and innovation in the country is substantiated. It is proposed to create an export-oriented cluster of an oil and fat subcomplex of the agro-industrial complex in Siberia with a core in the form of joint Russian-Chinese enterprises in the territories of the two states. Localization of production at joint Russian-Chinese enterprises will increase the profits of exporters in Russia, including in the regions of Siberia. The latter statement will be made possible by reducing costs as a result of the formation of a value chain, the organization of its own distribution, and effective inventory management. The creation of a common brand and the organization of joint Ramp;D within the framework of an export-oriented cluster will expand the range of products and ensure access to markets for products of deep processing of oilseeds in demand on world food markets.
Реализации экспортного потенциала АПК России, в частности, регионов Сибири, требует организации взаимовыгодного сотрудничества с зарубежными партнерами на основе баланса интересов и взаимной выгоды. В статье представлены результаты исследования экспортных поставок масложировой продукции из регионов Сибири в Китай. Рассмотрены особенности и риски работы с экспортируемой продукцией АПК на сырьевых рынках, определена специфика дистрибуции российских растительных масел на рынок Китая, а также факторы, сдерживающие достижение высоких операционных показателей экспортеров и других участников цепи поставок. Обоснована необходимость дальнейшей реализации кластерной политики в России и организации кластерных структур в АПК как центров инвестиций и инноваций в стране. Предложено создание экспортно-ориентированного кластера масложирового подкомплекса АПК в Сибири с ядром в виде совместных российско-китайских предприятий на территориях двух государств. Локализация производства на совместных российско-китайских предприятиях позволит увеличить прибыль экспортеров в России, в том числе в регионах Сибири. Последнее станет возможным благодаря сокращению издержек в результате формирования цепи добавленной стоимости, организации собственной дистрибуции, эффективного управления запасами. Создание общего бренда и организация совместных НИОКР в рамках экспортно-ориентированного кластера позволит расширять ассортимент выпускаемой продукции и обеспечить выход на рынки продукции глубокой переработки семян масличных культур, востребованной на мировых рынках продовольствия.
