The issue of the need to start implementing domestic food assistance (DFA) programs in Russia for citizens in need was officially included in the agenda of the Government of the Russian Federation more than ten years ago. The DFA Concept was rather quickly written and adopted in 2014, and a plan for its implementation was outlined. However, so far there has been actually no progress in this matter. The proposed work analyzes the chronology of attempts to implement the DFA program, the problems that stood in the way of this, the mistakes that were initially made when planning the composition and principles of the DFA, and provides specific recommendations for their improvement. At the same time, we used an analysis of the practice of similar programs in the United States, which has about ninety years, during which significant experience has been accumulated, including in terms of mistakes made, ldquo;side effectsrdquo;, etc. Which, when critically understood, makes it possible to optimize the process of forming DFA programs in Russia.
Вопрос о необходимости начала реализации в России программ внутренней продовольственной помощи (ВПП) нуждающимся гражданам официально был включен в повестку дня работы Правительства РФ более десяти лет назад. Достаточно быстро была написана и принята в 2014 г. Концепция ВПП, намечен план её внедрения в практику. Однако до сих пор фактически никакого прогресса в этом деле нет. В статье проводится анализ хронологии попыток внедрения программы ВПП, проблем, вставших на этом пути, ошибок, которые изначально допущены при планировании состава и принципов ВПП. Даны конкретные рекомендации по их доработке. При этом использован анализ практики аналогичных программ в США, которая насчитывает около девяносто лет. За это время в стране накоплен значительный опыт, в том числе в части допущенных ошибок, побочных эффектов и т.п. При критическом осмыслении он позволяет оптимизировать процесс формирования программ ВПП в России.
