The article reveals the target orientation of the mechanism of realization of the economic interests of the rural population and the tasks facing it. The methodological provisions defining the order of allocation of functional, structural and supporting elements of the mechanism are substantiated. It describes the set of functions for which the mechanism is being formed, the list of subjects in whose competence their implementation is, and the components that ensure the conditions for the realization of interests. The functioning of the mechanism is proposed to be considered as a process of coordinated actions of subjects (structural elements) related to the implementation of functions delegated to them, using a set of supporting elements. For each type of entity (state, region, municipal entity, business entity, rural settlement, public organization, social group), a set of tools is provided that allow them to perform the functions assigned to them.
В статье раскрываются целевая ориентация механизма реализации экономических интересов сельского населения и стоящие перед ним задачи. Обосновываются методологические положения, определяющие порядок выделения функциональных, структурных и обеспечивающих элементов механизма. Описываются совокупность функций, для осуществления которых формируется механизм, перечень субъектов, в компетенции которых находится их осуществление, и компоненты, обеспечивающие условия реализации интересов. Функционирование механизма предлагается рассматривать как процесс согласованных действий субъектов (структурных элементов), связанных с осуществлением делегированных им функций, с помощью совокупности обеспечивающих элементов. Для каждого типа субъектов (государство, регион, муниципальное образование, хозяйствующий субъект, сельское поселение, общественная организация, социальная группа) приводится набор средств, позволяющих осуществлять закрепленные за ними функции.
