The paper outlines the current state and promising directions of technical and technological modernization of the agricultural sector, which determines the vector of competitiveness of the countryrsquo;s agriculture. Much attention is paid to government support and technical modernization programs as tools to stimulate and upgrade the countryrsquo;s agricultural machinery and tractor fleet. It is argued that these tools of technical modernization of the industry are used in different ways by different subjects of the Russian Federation. The work highlights the leading regions for the renewal of the main fleet of agricultural machinery. The experience of technical and technological modernization of the crop industry in a large agricultural region of Southern Russia - the Rostov region - is studied. Taking into account the authorrsquo;s coefficients for determining the normative need for the main types of agricultural machinery, recommended parameters for updating the machine and tractor fleet of the region have been developed, allowing to provide the agricultural sector with new generation equipment and increase its competitiveness. The implementation of the proposed parameters assumes the preservation of the level of regional support for the industry in terms of its technical modernization, the stabilization of grain prices in the country and in the global agri-food market.
В работе рассмотрены современное состояние и перспективные направления технико-технологической модернизации сельского хозяйства страны, которые определяет вектор его конкурентоспособности. Большое внимание уделено государственной поддержке и программам технической модернизации как инструментам стимулирования и обновления машинно-тракторного парка сельского хозяйства страны. Аргументировано, что данные инструменты технической модернизации отрасли различными субъектами Российской Федерации используются по-разному. В работе выделены регионы-лидеры по обновлению основного парка сельскохозяйственной техники. Исследован опыт технико-технологической модернизации отрасли растениеводства в крупном аграрном регионе Юга России - Ростовской области. С учетом авторских коэффициентов определения нормативной потребности в основных видах сельскохозяйственной техники разработаны рекомендуемые параметры обновления машинно-тракторного парка региона, позволяющие обеспечить аграрный сектор техникой нового поколения и повысить уровень его конкурентоспособности. Реализация предложенных параметров предполагает сохранение уровня региональной поддержки отрасли в части ее технической модернизации, стабилизацию цен на зерно в стране и на мировом агропродовольственном рынке.
