The article is devoted to one of the most effective mechanisms of achieving the climate and environmental goals proclaimed by the world community - the system of trading quotas for greenhouse gas emissions in carbon units. These systems are currently active in 29 countries, with considerable experience gathered, which must be leveraged in the advancement and implementation of this mechanism in Russia. The article examines the legal foundations of emission quotas in various countries, gives a general description of the global market of carbon units, which is likely to exceed $ 1 trillion this year. The European Unionrsquo;s emissions quota market, which is the worldrsquo;s leading one and has served as a model for numerous countries, is undergoing thorough examination in the article. Significant focus is directed towards the swiftly evolving Asian markets, with China and Kazakhstan emerging as leaders among them. An overview of the emission quota markets and preparations for their implementation in the countries of North and South America and in other countries of the world is given. A generalization of world experience has been carried out and recommendations for Russia have been formulated.
Статья посвящена одному из наиболее эффективных механизмов достижения провозглашенных мировым сообществом климатических и экологических целей - системе торговли квотами на выбросы парниковых газов в углеродных единицах. Такие системы действуют уже в 29 странах, и накоплен весьма значительный опыт, который необходимо будет использовать при разработке и использовании этого механизма в России. В статье исследуются правовые основы применения квот на выбросы в различных странах, дана общая характеристика мировому рынку углеродных единиц, который в текущем году, вероятно, превысит 1 трлн долл. США. Детально исследуется рынок квот на выбросы Европейского Союза, который является ведущим в мире и использовался в качестве прототипа во многих странах. Большое внимание уделено быстро развивающимся азиатским рынкам, среди которых лидируют рынки Китая и Казахстана.
