The article is dedicated to the study of the issues of improvement and comfort of the living environment of the rural districts of the Krasnoyarsk Territory. Improving the quality of the living environment, as well as the efficiency of managing the housing stock and the provision of settlements with engineering communications, are among the most important indicators of the development of rural areas. The purpose of the study is to substantiate the increase in the efficiency of managing the development of rural areas, in particular the quality of the living environment and the improvement of the living conditions of the rural population. The key objectives of the study were to identify problems in the field of improvement and comfort of the living environment, to systematize the normalized elements of designing a rural living environment in legal acts and continuously form the directions for its development. The result of the study is a set of standards and recommendations based on it on the minimum level of comfort in a rural living environment. In the strategic perspective, the implementation of the proposed recommendations, as well as support for individual housing construction and infrastructure provision of rural areas based on the formation of a comfortable rural environment, will increase the intensity of the development of rural areas.
Статья посвящена изучению вопросов благоустройства и комфорта сельской жилой среды территорий Красноярского края. Повышение качества жилой среды, а также эффективность управления жилищным фондом и обеспеченностью поселений инженерными коммуникациями являются важнейшими факторами развития сельских территорий. Цель исследования - пути повышения эффективности управления развитием сельских территорий, в частности, качеством жилой среды и улучшением жилищных условий сельского населения. Освещены проблемы в сфере благоустройства и комфорта жилой среды, систематизации нормируемых элементов проектирования сельской жилой среды в нормативно-правовых документах определены направления ее дальнейшего развития. Результатом исследования являются свод нормативов и основанные на нем рекомендации по минимальному уровню комфорта сельской жилой среды. В стратегической перспективе реализация предложенных рекомендаций, а также поддержка индивидуального жилищного строительства и инфраструктурное обеспечение сельских территорий на основе формирования комфортной сельской среды позволят повысить интенсивность освоения и развития сельских территорий.
