The article examines the evolution of theories of innovative economy. This theory in its development has gone through the following stages: the point model, which involves regulation of innovation activities by the market; linear model, which partially includes public administration in RD processes; systemic model, which involves a full-fledged scientific and technical state policy; and a general model, which focuses the government’s attention on the regional innovation system, which in turn is transformed into an innovation ecosystem, where the main participant is the innovator and his social relationships. The article discusses the specifics of innovative development in Russian regions and reveals their unevenness and the main problems of building an innovation ecosystem in the country.
В статье рассмотрена эволюция теорий инновационной экономики, которая в своем развитии прошла такие этапы, как точечная модель, предполагающая регулирование инновационной деятельности рынком; линейная – частично включающая государственное регулирование в процессах НИОКР; системная, предполагающая формирование полноценной научно-технической государственной политики, и общая модель – акцентирующая внимание правительства на региональной инновационной системе, которая в свою очередь преобразуется в инновационную экосистему, где основным участником становится инноватор и его социальные взаимосвязи. Также проанализировано состояние инновационного развития регионов РФ, выявлена их неравномерность и основные проблемы построения инновационной экосистемы в стране
