<abstract xml:lang="en"><p>In the face of limited natural resources, a worsening demographic situation, and external economic shocks, human capital development has become a strategic priority for the Republic of Armenia. Education plays a crucial role in developing highly qualified personnel, while also supporting innovations and enhancing the competitiveness of the national economy. In this context, higher education, as the key driver of human capital development, should be considered not only as a process of knowledge transfer but also as a strategic instrument for Armenia's socio-economic development. The article aims to analyse the role of higher education in human capital development and estimate its contribution to the socio-economic development in the Republic of Armenia. The results show that Armenia needs to transform its higher education system to meet labour market needs and address global challenges, thereby achieving sustainable economic growth and enhancing the country's competitiveness. The priorities are improving education quality, particularly in the direction of empirical skills, stimulating international attractiveness, reforming the state funding system, and improving the labour conditions for teaching staff. The effective human capital development through a better higher education system can become the key driver of inclusive and innovative economic growth in the Republic of Armenia.</p>

<trans-abstract xml:lang="ru"><p>В условиях ограниченных природных ресурсов, ухудшения демографической ситуации и внешних экономических потрясений развитие человеческого капитала стало стратегическим приоритетом для Республики Армения. Образование играет решающую роль в подготовке высококвалифицированных кадров, а также в поддержке инноваций и повышении конкурентоспособности национальной экономики. В этом контексте высшее образование, как ключевой фактор развития человеческого капитала, следует рассматривать не только как процесс передачи знаний, но и как стратегический инструмент социально-экономического развития Армении. Целю данного исследования является анализ роли высшего образования в развитии человеческого капитала и в социально-экономическом развитии Республики Армения. Результаты исследования показывают необходимость модернизации системы высшего образования Армении для удовлетворения потребностей рынка труда, тем самым достигая устойчивого экономического роста и повышая конкурентоспособность страны. Приоритетами являются повышение качества образования, особенно в направлении развития эмпирических навыков, стимулирование международной привлекательности, реформирование системы государственного финансирования и улучшение условий труда преподавательского состава. Эффективное развитие человеческого капитала посредством совершенствования системы высшего образования может стать ключевым фактором инклюзивного и инновационного экономического роста в Республике Армения.</p>
