The article examines the harmonization of customs regulations as the foundation of the CIS and EAEU integration associations, established in the former USSR. Harmonization of instruments for applying customs and tariff regulation, prohibitions and restrictions, and measures to protect the domestic market enables the most effective use of the potential of these integration associations in international trade. For the CIS countries, challenges in applying the product identification instrument as the basis for customs and tariff regulation were identified due to the inclusion of product characteristics imported from the EU in the classification structure. A high level of harmonization of customs and tariff regulation in the EAEU was demonstrated. The study of the harmonization of customs regulations, prohibitions and restrictions was conducted based on a comparative analysis of the database of regulatory and technical documents used for technical regulation purposes. This revealed a higher level of harmonization for the CIS compared to the EAEU. The study of harmonization of measures to protect the domestic market in the EAEU is fully supported by a uniform approach to the application of the instrument for identifying an object of international trade. The results of the study will be useful for participants in foreign economic activity amid the active transformation of trade and logistics chains in the post-Soviet space.

Исследование посвящено изучению вопросов гармонизации таможенного регулирования как основы функционирования интеграционных объединений СНГ и ЕАЭС, образованных на территории бывшего СССР. Достижение гармонизации инструментов для применения таможенно-тарифного регулирования, запретов и ограничений, а также мер защиты внутреннего рынка позволяет наиболее эффективно использовать потенциал интеграционных объединений в международной торговле. Для стран СНГ выявлены проблемы применения инструмента идентификации товаров как основы таможенно-тарифного регулирования в связи с включением в структуру классификации характеристик товаров, заимствованных в ЕС. При этом показан высокий уровень гармонизации таможенно-тарифного регулирования в ЕАЭС. Исследование гармонизации таможенного регулирования запретов и ограничений было проведено на основе сравнительного анализа базы нормативно-технических документов, применяемых в целях технического регулирования. Это позволило выявить более высокий уровень гармонизации для СНГ по сравнению с ЕАЭС. Исследование гармонизации мер защиты внутреннего рынка в ЕАЭС в полной мере обеспечены единообразным подходом в применении инструмента идентификации объекта международной торговли. Результаты исследования будут полезны участникам внешнеэкономической деятельности в условиях активной трансформации торгово-логистических цепочек на постсоветском пространстве
