Differentiation of state regulation tools is a methodological basis for ensuring the balanced development of regional economic systems in the context of their structural, functional and institutional heterogeneity. The article substantiates the need to move from universal, unified approaches to a geographically sensitive policy that takes into account the specifics of each type of region. It is emphasized that the uneven regional development, although it is a natural consequence of market mechanisms, requires targeted government intervention to prevent persistent imbalances and social disintegration. Based on the analysis of the regulatory framework, insufficient elaboration of mechanisms for involving constituent entities and municipalities in the implementation of regional development strategies is revealed. Special attention is paid to the role of inter-budget transfers as a tool for equalizing the financial capabilities of regions and ensuring their sustainability. The article proposes a typology of state support tools, differentiated by categories of territories, which makes it possible to increase the accuracy and effectiveness of regulatory impact. The importance of combining direct (tax incentives, subsidies, and public procurement) and indirect (monetary policy and information support) regulatory methods, depending on the level of development and the problems of the region, is emphasized.
Дифференциация инструментов государственного регулирования представляет собой методологическую основу обеспечения сбалансированного развития региональных экономических систем в условиях их структурной, функциональной и институциональной гетерогенности. В статье обосновывается необходимость перехода от универсальных, унифицированных подходов к территориально-чувствительной политике, учитывающей специфику каждого типа региона. Подчеркивается, что неравномерность регионального развития, хотя и является естественным следствием рыночных механизмов, требует целенаправленного государственного вмешательства для предотвращения устойчивых диспропорций и социальной дезинтеграции. На основе анализа нормативно-правовой базы выявляется недостаточная проработанность механизмов вовлечения субъектов и муниципалитетов в реализацию стратегий регионального развития. Особое внимание уделяется роли межбюджетных трансфертов как инструмента выравнивания финансовых возможностей регионов и обеспечения их устойчивости. В работе предложена типология инструментов государственной поддержки, дифференцированная по категориям территорий, что позволяет повысить точность и эффективность регуляторного воздействия. Акцентируется значение сочетания прямых (налоговые льготы, субсидии, государственные закупки) и косвенных (денежно-кредитная политика, информационная поддержка) методов регулирования в зависимости от уровня развития и проблематики региона.
