The article examines social support measures for students and their effect on the well-being of families with students. The article aims to evaluate the impact of student financial assistance on the financial status of households with young people studying. Using a microsimulation analysis based on microdata from the Selective Monitoring of Household Income and Participation in Social Programs, conducted by Rosstat for 2024, the study found that households with students have a higher risk of poverty than those without students. The financial situation of student households largely depends on their composition. The highest poverty rates are recorded in student families and in households where students live with people over working age. The results of the study show that the conditions for awarding state social scholarships and other monetary assistance contribute to reducing the deficit of monetary incomes of households with students, but they are insufficient to significantly reduce poverty rates both in the considered groups of households and the population as a whole. The practical significance of the study is represented by additional poverty characteristics of various types of households with students to the available official statistical data, which can be used in the development and updating of measures to reduce poverty in the constituent entities of the Russian Federation.
Статья посвящена изучению мер социальной поддержки студентов и их влияния на уровень благосостояния домохозяйств. Целью исследования является оценка влияния студенческих стипендий и социальных выплат на финансовое положение домохозяйств, имеющих в своём составе учащуюся молодёжь. С применением микросимуляционного анализа, проведённого на основе микроданных «Выборочного наблюдения доходов населения и участия в социальных программах» (ВНДН) Росстата за 2024 год, показано, что домохозяйства со студентами испытывают более высокие риски бедности, чем домохозяйства без студентов. Финансовое положение домохозяйств со студентами в значительной степени зависит от их состава. Наибольшие показатели бедности регистрируются в студенческих семьях и в домохозяйствах, где студенты проживают вместе с лицами старше трудоспособного возраста. Результаты исследования показывают, что условия назначения государственных социальных стипендий и другой денежной помощи способствуют сокращению дефицита денежных доходов домохозяйств со студентами, но недостаточны для ощутимого снижения показателей бедности как в рассмотренных группах домохозяйств, так и населения в целом. Практическую значимость исследования представляют дополнительные к имеющимся официальным статистическим данным характеристики бедности в различных типах домохозяйств со студентами, что может быть использовано при разработке и актуализации мер по сокращению уровня бедности в субъектах РФ.
