The article analyzes the problems of human resources in the fisheries industry as part of the economic system of the country. It is noted that in the personnel context, the fisheries industry experiences the same difficulties as most industries and companies in the domestic economy. At the same time, the fisheries industry is characterized by rather difficult working conditions for employees. Based on the findings of the study, the author makes a significant conclusion regarding the need to shift the focus of the Russian fisheries industry towards a more intensive approach to human capital development in the face of the digital transformation. This involves enhancing the skills and competencies of current employees rather than increasing the number of staff in industry divisions. The article is intended for employees of human resources services of the Russian fisheries companies. Moreover, it may be of interest to students and postgraduates of economics and management, as well as anyone interested in the sectoral issues of the country's economic development.

Работа посвящена анализу проблем формирования кадрового потенциала рыбохозяйственного комплекса как части экономической системы страны. Отмечено, что в кадровом контексте он испытывает те же сложности, что и большинство (предприятий) отраслей отечественной экономики. При этом, данный комплекс характеризуется достаточно сложными условиями осуществления трудовой деятельности сотрудников. По результатам исследования авторами сделан принципиальный вывод о необходимости смены вектора развития всего рыбохозяйственного комплекса России в условиях новой цифровой реальности и подсистемы его кадрового обеспечения в сторону формирования «интенсивного» подхода к формированию человеческого капитала отрасли без увеличения кадрового состава предприятий отрасли за счет повышения уровня компетентностной обеспеченности работника. Работа предназначается сотрудникам служб кадрового обеспечения предприятий рыбохозяйственного комплекса России, однако может представлять интерес для студентов ми аспирантов экономических и управленческих специальностей, а также иных лиц, интересующихся отраслевой проблематикой экономического развития страны.
