The smart village concept is one of the promising approaches to the development of rural areas through digitalization, the introduction of innovative technologies and the involvement of local communities in solving municipal problems. The article aims to systematize the theoretical foundations and international experience of implementing the smart village concept to identify key factors and barriers to its introduction Russia. The article discusses the best practices for implementing the smart village concept, as well as the challenges faced by rural areas in Russia and abroad. The study allowed to conclude that there are no universal solutions for creating a smart village. The effectiveness of the implemented smart village concept depends on the resources available to municipalities, a competent combination of top-down and bottom-up rural digitalization strategies, and the willingness of the population to participate in the implementation of the concept. The article presents recommendations for the implementation of the concept, including the creation of local innovation platforms. The presented results will be of interest to researchers, government officials involved in the development of the concept for the development of rural areas and other stakeholders.

Концепция умной деревни представляет собой один из перспективных подходов к развития сельских территорий посредством цифровизации, внедрения инновационных технологий и вовлечением местных сообществ к решению проблем муниципалитетов. Цель исследования состоит в систематизации теоретических основ и международного опыта внедрения концепции «умная деревня» для определения ключевых факторов и барьеров ее реализации в России. В статье рассмотрены лучшие практики внедрения концепции «умная деревня», а также вызовы, с которыми сталкиваются сельские территории в России и за рубежом. Исследование позволило сделать вывод, о том, что универсальных решений создания «умной деревни» не существует. Эффективность внедряемой концепции «умная деревня» зависит: от имеющихся у муниципалитетов ресурсов, грамотного сочетания стратегий цифровизации села «сверху вниз» и «снизу вверх», готовности населения участвовать в реализации концепции. В статье представлены рекомендации по реализации концепции, включая создание локальных инновационных площадок. Представленные результаты будут интересны научным работникам, представителям власти, занимающимся разработкой концепции развития сельских территорий и другим заинтересованным лицам
