The concept of sustainable development has existed for more than thirty years. This concept has been formed as an attempt to find a balance between nature and human activity as environmental indicators have reached critical values by some parameters. However, scientists and practitioners are still discussing the content of the concept of sustainable development, its goals, objectives, and assessment indicators. This has formed an active, tough discourse on this topic. The successes of the implementation of the concept of sustainable development, unfortunately, are not what was expected. As a result, many scientists recognize the existence of a crisis in the concept of sustainable development, but the signs of the crisis are determined differently. In the article, the author analyzed the theoretical foundations of the concept of sustainable development, the main concepts, revealed the ambiguity of wording, the ambiguity of the goals and the unreasonableness of the assessment indicators. The main signs of the crisis studied by crisisology and crisis management are considered. Many signs characterize the crisis. The author defined the main attributive sign of the crisis of sustainable development - failure to achieve the goals. The UN reporting on the achievement of goals was analyzed; and a conclusion was made about the crisis of sustainable development (a combined crisis of environmental, social and managerial crises). The author suggests considering the current situation with the implementation of the concept of sustainable development as an ecotone, a transition zone, which implies the presence of old and new development trends simultaneously. Identification of the main attributive sign of the crisis of sustainable development will contribute to the intensification of work on clarifying the goals of sustainable development and indicators that objectively reflect this process.
Уже более тридцати лет существует концепция устойчивого развития, которая формировалась как попытка найти баланс между природой и деятельностью человечества (показатели окружающей среды, по некоторым параметрам достигли критических значений). Но до сих пор учеными и практиками обсуждается содержание понятия «устойчивое развитие», цели, задачи, показатели оценки, что сформировало активный, жесткий дискурс данной темы. Успехи реализации концепции устойчивого развития, с сожалению, не те, которые ожидались. В результате многими учеными признается наличие кризиса концепции устойчивого развития, но признаки кризиса определяются разные. В статье автор проанализировала теоретические основы формирования концепции устойчивого развития, основные понятия, выявлены нечеткость формулировок, нечеткость поставленных целей и необоснованность показателей оценки. Рассмотрены основные признаки кризиса, изучаемые кризисологией и кризисным управлением. Кризис характеризуется многими признаками. Автором определен основной атрибутивный признак кризиса устойчивого развития –не достижение поставленных целей. Проанализирована отчетность ООН о достижении целей и сделан вывод о кризисе устойчивого развития (сочетаемом кризисе экологического, социального и управленческих кризисов). Автором предложено рассматривать существующую ситуацию с реализацией концепции устойчивого развития как «экотон», переходную зону, что предполагает наличие старых и новых тенденций развития одновременно. Выявление основного атрибутивного признака кризиса устойчивого развития будет содействовать активизации работы по уточнению целей устойчивого развития и показателей, объективно отражающих этот процесс.
