The mutual influence of the results of economic activity on the scale of the regional economy and the financial security of the budget execution of the constituent entity of the Russian Federation allow us to assess the level of financial and budgetary security of the territory from the position of measuring the dynamics of two indicators - budget security generated from a set of indicators of the sustainability of regional budgets, and GRP per capita, as the most qualitative characteristic of the results of economic growth and development of the territory, taking into account the return on the used resources and the generated aggregate income of the population and other economic agents at the regional level. The article presents the result of the author's study of the level of budgetary and financial security of the constituent entities of the Russian Federation and the definition of an original two-dimensional typology of regions that is relevant for the purpose of diagnostics and monitoring. A full cycle of detailing the typological, structural and analytical grouping in relation to the constituent entities of the Russian Federation has been implemented: the typological grouping has found expression in the formation of macrotypes of regions based on the normalized values of per capita GRP and the general index of budgetary and financial security (OI BFB) of the territory; analytical grouping is associated with the derivation of a positive logarithmic regression between the values - normalized values of per capita GRP and the BSE OI with a reliability index R2 close to one. Structural grouping made it possible to construct a two-dimensional typology of the subjects of the Russian Federation with the division of macro-types into micro-types with a detailed level of budgetary and financial security of the territory. The results of the study obtained by the authors are relevant for inclusion in the procedures for diagnosing and monitoring the current state of budgetary and financial security of the subjects of the Russian Federation and in dynamics both for the purpose of rating and taking anti-crisis management measures.
Взаимное влияние результатов экономической деятельности в масштабе региональной экономики и финансовой обеспеченности исполнения бюджета субъекта РФ позволяют выходить на оценку уровня финансово-бюджетной безопасности территории с позиции соизмерения динамики двух индикаторов – бюджетной безопасности, генерируемой из совокупности показателей устойчивости региональных бюджетов, и ВРП на душу населения, как наиболее качественная характеристика результатов экономического роста и развития территории с учетом отдачи от использованных ресурсов и формируемого совокупного дохода населения и других экономических агентов на региональном уровне. В статье представлен результат авторского исследования уровня бюджетно-финансовой безопасности субъектов РФ и определения актуальной для цели диагностики и мониторинга оригинальной двухмерной типологии регионов. Реализован полный цикл детализации типологической, структурной и аналитической группировки в отношении субъектов РФ: типологическая группировка нашла выражение в формировании макротипов регионов на основе нормированных значений душевого ВРП и общего индекса бюджетно-финансовой безопасности территории; аналитическая группировка связана с выведением положительной логарифмической регрессии между значениями – нормированными значениями душевого ВРП и общего индекса бюджетно-финансовой безопасности с показателем достоверности R2, близким к единице. Структурная группировка позволила построить двухмерную типологию субъектов РФ с делением макро-типов на микро-типы с детализацией уровня бюджетно-финансовой безопасности территории. Полученные авторами результаты исследования актуальны для включения в процедуры диагностики и мониторинга текущего состояния бюджетно-финансовой безопасности субъектов РФ и в динамике как для цели рейтингования, так и принятия мер антикризисного управления.
