The article examines the impact of the institute of prequalification on the competitive environment of public procurement in Russia. The introduction of additional requirements for participants aimed at increasing the transparency of procedures raises legitimate concerns of the expert community about the possible narrowing of the competitive field and restrictions on access for small and new suppliers. The analysis of the balance between regulatory objectives and maintaining conditions for fair competition is particularly relevant, given the key role of public procurement in supporting small and medium-sized businesses. The study puts forward three interrelated hypotheses. First, it is assumed that the new requirements have led to a reduction in the number of participants, especially among small companies. Secondly, a shift in favor of experienced suppliers is expected, which may limit the market access of new players. Thirdly, contract prices are projected to rise due to the weakening of competitive pressure. The methodological basis of the work is a comparative analysis, which makes it possible to assess the institutional consequences of the changes introduced. Particular attention is paid to identifying the relationship between regulatory barriers, the level of competition, and market access parameters. The results of the study are of practical importance for improving regulatory regulation, taking into account the principles of fairness and inclusiveness in the public procurement system.
В статье исследуется влияние института предквалификации на конкурентную среду государственных закупок в России. Введение дополнительных требований к участникам, направленное на повышение прозрачности процедур, вызывает обоснованные опасения экспертного сообщества относительно возможного сужения конкурентного поля и ограничения доступа для малых и новых поставщиков. Особую актуальность приобретает анализ баланса между регуляторными целями и сохранением условий для справедливой конкуренции, учитывая ключевую роль госзакупок в поддержке малого и среднего бизнеса. В исследовании выдвигаются три взаимосвязанные гипотезы. Во-первых, предполагается, что новые требования привели к сокращению числа участников, особенно среди небольших компаний. Во-вторых, ожидается смещение в пользу опытных поставщиков, что может ограничивать рыночный доступ новых игроков. В-третьих, прогнозируется рост контрактных цен вследствие ослабления конкурентного давления. Методологической основой работы выступает сравнительный анализ, позволяющий оценить институциональные последствия введенных изменений. Особое внимание уделяется выявлению взаимосвязи между регуляторными барьерами, уровнем конкуренции и параметрами рыночного доступа. Результаты исследования имеют практическую значимость для совершенствования нормативного регулирования с учетом принципов справедливости и инклюзивности в системе государственных закупок
