The article presents current problems and prospects for the development of Russian-Burmese relations after the earthquake on March 28, 2025. Based on original sources, taking into account the requirements of the new emerging market and the supply of personnel from both countries in the Russian Federation, the problem of labor resources required in building a new stage of effective Russian-Burmese relations in the mid-2020s is outlined. The key directions of infrastructure preparation for the new stage of the strategic partnership are reflected. The niches of leased employees of the two countries, which are relevant for Burmese and Russians amid the emerging geopolitical situation and the urgency of optimizing the human resources of foreign specialists, have been identified. The reasons for the current shortage of personnel caused by the sluggish development of bilateral relations from the 1970s to the 2020s are explained. The main types of specialists needed for training in the Russian Federation for the Myanmar vector of foreign policy in the sub-region of Indo-China and other ASEAN countries where the Burmese national minority lives are described. Practical recommendations for the development of effective bilateral relations are given. Original conclusions have been drawn on what measures are needed to develop sustainable Russian-Burmese relations since the mid-2020s, taking into account subsequent relevant personnel policy decisions in both countries after the events of 2025.
