The article offered to the readers' attention in the year of the 80th anniversary of the Great Victory of the USSR in the Great Patriotic War, first of all, pays tribute to the deepest respect to the economists of the war years. They were able to develop management, supply, distribution and resource structures that ensured the most efficient use of production, personnel, technical, scientific, infrastructural and financial resources of the domestic economy. The work presents studies of little-known facts of the transformation of the rear economy in the foundation of the mobilization management model. The possibilities of using the methods of inter-industry balance, financial and budgetary and tax regulators as effective instruments for redistributing investment flows in the context of severe resource constraints are revealed. The basic directions of adaptation of the institutions of the mobilization model of planned management of industrial development and its accelerated modernization during the war are analyzed. Little-known financial mechanisms and financial sources of ensuring the functioning of the mobilization model of the military economy of the USSR are studied.
Предлагаемая вниманию читателей статья в год 80-летнего юбилея Великой Победы СССР в ВОВ прежде всего отдает дань глубочайшего уважения ученым-экономистам военных лет. Они смогли разработать управленческие, снабженческие, распределительные и ресурсные структуры, которые обеспечили максимально эффективное использование производственных, кадровых, технических, научных, инфраструктурных и финансовых ресурсов отечественной экономики. В работе представлены исследования мало известных сегодня фактов преобразования экономики тыла в фундаменте мобилизационной модели управления. Раскрыты возможности использования методов межотраслевого баланса, финансово-бюджетных и налоговых регуляторов в качестве эффективных инструментов перераспределения инвестиционных потоков в условиях жесточайшего ограничения ресурсов. Анализируются базовые направления адаптации институтов мобилизационной модели планового управления развитием промышленности и ее ускоренной модернизации в годы войны. Исследованы малоизвестные финансовые механизмы и финансовые источники обеспечения функционирования мобилизационной модели военной экономики СССР.
