The relevance of the topic of the article is determined by the importance of the question: is there cooperation or conflict in the region today? In order to answer this question, a comprehensive index of criteria for international regional integration is developed. This index is determined by sub-indexes in four areas: economic, political, socio-cultural and institutional. To assess the state of conflict or cooperation, the index components taken from open sources are recalculated into a certain numerical range. In order to increase the efficiency of the integration association, the so-called cultural capital is introduced into the calculation, which makes a significant contribution to almost every component of the index, which was not taken into account before. It is expected that the developed index will contribute to an objective assessment of the current level of integration of the region and to the development of cooperation through optimal management decisions, which will increase the effectiveness of the entire regional integration association. The role of cultural capital, in particular generalized trust, for the growth of per capita gross domestic product is shown. It is noted that cultural capital is an untapped hidden reserve of economic growth for both the country and the studied region as a whole, and it should be actively used. The article will be of interest to scientific and educational organizations, as well as to relevant departments dealing with the problems of interregional integration.

Актуальность тематики статьи определяется важностью вопроса: в регионе на сегодняшний день имеет ли место сотрудничество или назревает конфликт. С этой целью в работе разрабатываются Комплексный индекс международной региональной интеграции и критерии, которые дают ответ на поставленный вопрос. Данный индекс определяется субиндексами в четырех областях – экономической, политической, социально-культурной и институциональной. Для оценки состояния конфликт/сотрудничество происходит перерасчет компонентов индекса, берущихся из открытых источников, в определенный численный диапазон. Для повышения эффективности интеграционного объединения в расчет вводится так называемый культурный капитал, который вносит не решающий, но свой заметный вклад в почти каждом из компонентов индекса, который раньше не учитывался. Ожидается, что разрабатываемый индекс будет способствовать объективной оценке уровня текущей интеграции региона и поспособствует развитию сотрудничества путем принятия оптимальных управленческих решений, что повысит эффективность всего регионального интеграционного объединения. Показана роль культурного капитала, в частности обобщенного доверия, для роста валового внутреннего продукта на душу населения. Отмечается, что культурный капитал – неиспользованный скрытый резерв экономического роста как для страны, так и изучаемого региона в целом и их следует активно использовать. Статья будет интересна научным и учебным организациям, а также профильным ведомствам, занимающимся проблематикой междурядной региональной интеграции.
