The article discusses the development of transport risk insurance in the Arctic regions in the context of climate change. The problems faced by shipowners and cargo owners in connection with the movement of ships and cargo along polar and Arctic routes are analysed. An analysis of the risks of the Northern Sea Route and the Arctic zones indicates a high level of danger, which significantly increases the cost of insurance cover. Optimising insurance costs through a detailed and differentiated approach to risk assessment is one of the factors affecting the efficiency (profitability) and competitiveness of the Northern Sea Route. In addition, the introduction of digital technologies into the processes of cargo transportation will make it possible to obtain high-quality and comprehensive information on risks and to use the predictive capabilities of artificial intelligence to more accurately determine the cost of insurance coverage. As a perspective, it is proposed to create a Russian international club of owners of Arctic vessels to cover liability risks and provide information, legal and financial services.

В статье рассматриваются вопросы развития страховой защиты транспортных рисков, присущих зонам Арктики, в условиях изменения климата. Анализируются проблемы судовладельцев и грузовладельцев, связанные с движением судов и грузов по полярным и заполярным маршрутам. Анализ рисков Северного морского пути и арктических зон свидетельствует о высоком уровне опасности, который значительно повышает стоимость страховой защиты. Оптимизация расходов на страхование с использованием углубленного дифференцированного подхода к оценке рисков является одним из факторов, который влияет на экономичность (рентабельность) и конкурентоспособность Северного морского пути. Кроме того внедрение цифровых технологий в процессы транспортировки грузов позволит получать качественную и обширную информацию о рисках и использовать предиктивные возможности искусственного интеллекта для более точного определения стоимости страховой защиты. В качестве перспективы предлагается создание Российского международного клуба владельцев арктических судов для целей покрытия рисков ответственности и предоставления информационного, правового и финансового сервиса
