Since the Middle Ages, money transformation has become an ordinary process. This process until the 20th century could be characterized by full centralization and a very effective regulatory policy in terms of the turnover of funds. However, at the beginning of the 20th century, private currencies began to emerge, the issuance of which is no longer completely controlled by the state. Corporations, as individuals, issuing digital assets, tokens and cryptocurrencies, set themselves only the goals of maximizing the income and image level, don't even think about the risks of such activity, which at this stage of development is more evident in Russia, in conditions of unpredictability of geopolitical policies of unfriendly countries. In connection with different objective factors of development of the economies of countries, the process of development of digital currencies and assets, as well as their regulation, are at different stages of development. As a result, the main purpose of this study is to consider the possibility of transferring the experience of friendly countries on the issue of regulation of private funds and the risks they imply in conditions of constant variability of the economic environment. In order to achieve this goal, a number of tasks have been set, the most important of which is the study of the peculiarities of the crypto regulation of the issuance process and the crypto exchanges of Belarus, Kazakhstan and Uzbekistan. The results of the study showed the necessity to take into account the individual characteristics of the development of the countries when transferring the experience of control and supervision in the field of private currencies.
Трансформация денег, начиная со средних веков, стала обыденным процессом, который до XX века характеризовался полной централизацией и весьма эффективной политикой регулирования, с точки зрения оборота денежных средств. Однако, по достижению указанного века начали сформировываться частные валюты, эмиссию которых государство полноценно не контролирует и по сей день. Юридические лица, являясь лицами, выпускающими цифровые активы, токены и криптовалюты, ставят перед собой лишь цели заработка и формирования имиджа с параллельным отсутствуем заинтересованности в рисках, что на данном этапе развития в большей степени проявляется в России, в условиях непредсказуемости геополитической политики недружественных стран. В условиях разных объективных факторов развития экономик стран, процесс развития цифровых валют и активов, а также их регулирования находятся на разных стадиях становления. В результате чего основной целью данного исследования является рассмотрение возможности переноса опыта дружественных стран по вопросу регулирования частных денег и рисков, которые они подразумевают, в условиях постоянной изменчивости экономической конъектуры. Для достижения соответствующей цели были поставлены ряд задач, которые по своей сути представляют изучение особенностей крипторегулирования через процесс эмиссии и криптобирж Беларуси, Казахстана, Узбекистана и Кыргызстана. Результаты исследования продемонстрировали необходимость учета особенностей развития стран при переносе опыта контроля и надзора в области частных валют.
