<abstract xml:lang="en"><p>Artificial intelligence technologies have been actively used around the world since the creation of ChatGPT. Today, the creation and application of artificial intelligence models has become the main object of economic confrontation, primarily between China and the United States. The article provides a comparative analysis of a set of measures of government regulation of the artificial intelligence sphere in individual countries. This regulation is not only a factor limiting the use of artificial intelligence, but also a factor in its further development. The People's Republic of China and the United States are far ahead of other countries in the creation and application of large language models. China has undergone the most significant development of government regulation of artificial intelligence technologies. The European Union, while not producing its own large language models, has passed a series of laws to regulate the use of artificial intelligence from a consumer perspective. The article reveals the dilemma of priorities of government regulation of artificial intelligence. In interstate regulation, the characteristics of conformist and alternative approaches are revealed. The author substantiates the position on the need for not only national but also coordinated international efforts to regulate large language models.</p>

<trans-abstract xml:lang="ru"><p>Технологии искусственного интеллекта после создания ChatGPT активно используются по всему миру. На сегодняшний день создание и применение моделей искусственного интеллекта стало основным объектом экономического противостояния, прежде всего, между КНР и США. В статье проводится сравнительный анализ комплекса мер государственного регулирования сферы искусственного интеллекта в отдельных странах. Данное регулирование выступает не только фактором, ограничивающим применение искусственного интеллекта, но и фактором его дальнейшего развития. КНР и США значительно опережают другие страны в создании и применении больших языковых моделей. Китай проделал самую значительную эволюцию мер государственного регулирования технологий искусственного интеллекта. Европейский союз, хотя и не производит собственные большие языковые модели, принял целый комплекс законов по регулированию применения искусственного интеллекта с точки зрения потребителей. В статье выявлена «дилемма приоритетов» государственного регулирования применения искусственного интеллекта. В межгосударственном регулировании раскрыты особенности «конформистского» и «альтернативного» подходов. Автор обосновывает положение о необходимости не только национальных, но и согласованных международных усилий по регулированию больших языковых моделей.</p>
