The article provide the results of an analysis of Arab countries' innovation status in the context of innovation policies. The article is based on reports published by governments and organizations, the Global Innovation Index, the Global Knowledge Index, and indicators of economic and social development. The findings provide a clear picture of the positive components of countries' innovative development and the negative issues that hinder their innovation opportunities. The research results may be of interest to governments, educational institutions, enterprises, research centers and all active bodies and stakeholders involved in innovation policies. The article analyzes the problems that limit the innovation potential of developing countries. As a result, the author proposes a scheme of innovation policy in developing Arab countries.

Целью данного исследования является предоставление арабским странам результатов анализа их инновационного статуса, связанного с формулированием и реализацией инновационной политики. Статья основана на отчетах, выпущенных правительствами и организациями, данных Глобального инновационного индекса, Глобального индекса знаний и показателей экономического и социального развития. Полученные результаты дают четкое представление о положительных компонентах инновационного развития стран и отрицательных проблемах, которые препятствуют их инновационным возможностям. Это исследование ориентировано на правительства, образовательные учреждения, компании, исследовательские центры и все активные органы, а также заинтересованные стороны, участвующие в формулировании и реализации инновационной политики. В статье анализируются проблемы, ограничивающие инновационный потенциал развивающихся стран. В результате автор предлагает схему формирования инновационной политики в развивающихся арабских странах.
