<abstract xml:lang="en"><p>В статье проведен анализ ключевых проблем в сфере здравоохранения в Узбекистане.
Рассматриваются возможные пути их решения. Автор статьи дает оценку вариантам финансирования предлагаемых решений. На основе эмпирического анализа определены факторы, влияющие на общественную поддержку реформ здравоохранения. В статье предпринята попытка проанализировать ответы на следующие вопросы. Готовы ли люди платить больше налогов, чтобы внести свой вклад в реформы здравоохранения? Если да, то какие факторы определяют эту готовность? Результаты исследования показывают, что правительство может финансировать реформы в сфер здравоохранения за счет введения дополнительных налогов только при условии укрепления доверия населения.</p>

<trans-abstract xml:lang="ru"><p>This study analyses key policy-related issues in the healthcare sector and discusses possible solutions to them in the case of Uzbekistan. The unique feature of this report is analyzing funding options for the provided solutions. Based on empirical analysis, this paper identifies factors that affect public support for healthcare reforms. More specifically, it provides empirical investigation to the following questions: Are people willing to pay more taxes to contribute towards healthcare reforms? If yes which factors determine their willingness? The results of this paper show that the government can fund healthcare reforms by collecting additional taxes if they build strong institutional trust.</p>
