<abstract xml:lang="en"><p>The article considers the draft law on amendments to the Forest Code of the Russian Federation aimed at implementation of forest-climate projects, which corresponds to the global trend towards decarbonization and development of the green economy and the strategic goal of the Russian Federation to achieve carbon neutrality. The research purpose was to provide a scientific basis of the of the forest-climate project implementation mechanism in the Russian Federation. 

The article presents the results of a comparative analysis of the draft law on compliance with international standards in terms of carbon accounting, forest rights, baseline and exclusion of double counting. Based on the results of the study of international standards, regulatory documents and experience in the implementation of forest-climate projects, it is concluded that the draft law under consideration is in line with key international practices, which contributes to the modernization of the forestry sector and increases its competitiveness.</p>

<trans-abstract xml:lang="ru"><p>В работе рассматривается законопроект о внесении изменений в Лесной кодекс РФ, направленных на реализацию лесоклиматических проектов, что отвечает глобальному тренду на декарбонизацию и развитию зеленой экономики и соответствует стратегической цели Российской Федерации достижения углеродной нейтральности. Цель исследования подготовить научное обоснование механизма реализации лесоклиматических проектов в Российской Федерации. В статье представлены результаты сравнительного анализа законопроекта на соответствие международным нормам в части углеродного учета, прав на лесные участки, базовой линии и исключения двойного учета. На основе результатов изучения международных стандартов, нормативных документов и опыта реализации лесоклиматических проектов сделан вывод о соответствии исследуемого законопроекта ключевым международным практикам, что способствует модернизации лесного хозяйства и повышению его конкурентоспособности.</p>
