Abstract:
The article presents an analysis of the conceptual apparatus in the field of occupational safety culture and synonymous concepts, as well as their structural elements, which allowed to identify the shortcomings of existing interpretations and to formulate the authors' concept of occupational safety culture in relation to Russian realities. The expanded composition of the elements of the occupational safety culture is determined. This allows to select them depending on the goals of the organization in the field of occupational safety. For the first time, the factors and conditions contributing to the development of the safety culture and limiting this process, both on the part of management and employees, are formulated. All groups of factors are presented in the form of an authors' flowchart, which facilitates the understanding of the processes of forming occupational safety culture, which can be used in occupational safety management. The article is of particular interest to researchers engaged in the study of proactive occupational safety and health, as well as specialists in occupational safety and managers at various levels who are continuously improving their professional occupational safety competencies.
