As the leading sector of the country's economy, the agro-industrial complex is actively regulated by the state. The innovative development of the agro-industrial complex is stimulated by the provision of state support to the industry. However, the development and implementation of innovation in the agro-industrial complex is slow. This problem reinforces the need to find approaches that can ensure the innovative development of the industry. The purpose of the study was to develop a system of state support for the introduction of innovation in the agro-industrial complex. To achieve this goal, a list of the following tasks was defined: a review of scientific approaches to the problem under study; development of theoretical approaches to the system of interdepartmental state support for innovation in agriculture; and development of the structure of the digital platform System of Interdepartmental Support for Innovation in Agriculture in the region. A number of scientific methods were applied: monographic, abstract-logical, economic-statistical, and comparative analysis. The scientific novelty of the research lies in the development of theoretical approaches to the structure of the digital platform System of Interdepartmental Support for Innovation in Agriculture of the region. The innovative development of the agro-industrial complex is due to interdepartmental interaction and government support, which has a consistent, stimulating, proactive and informative character. The analysis of scientific works allowed to systematize scientific approaches to the forms and measures of state support of innovation at different stages of the life cycle. Thus, the system of state support of innovation in the agro-industrial complex can be implemented through the creation of a digital platform, which allows to take into account the specific needs of each stage of the innovation process.
Являясь ведущим направлением экономики страны, агропромышленный комплекс активно регулируется государством. Стимулирование инновационного развития АПК осуществляется посредством оказания государственной поддержки отраслей. Несмотря на это, разработка и внедрение инноваций в агропромышленный комплекс происходит низкими темпами. Данная проблема усиливает необходимость поиска подходов, способных обеспечить инновационное развитие отрасли. Цель исследования заключается в разработке системы государственной поддержки внедрения инноваций в агропромышленном комплексе. Для реализации цели определен перечень следующих задач: обзор научных подходов к изучаемому вопросу; разработка теоретических подходов к системе межведомственной государственной поддержки инноваций в АПК; разработка структуры цифровой платформы «Система межведомственной поддержки инноваций в АПК» региона. В работе использована совокупность научных методов: монографический, абстрактно-логический, экономико-статистический, сравнительного анализа. Научная новизна работы заключается в разработке теоретических подходов структуры цифровой платформы «Система межведомственной поддержки инноваций в АПК» региона. Результаты. Инновационное развитие АПК происходит за счет межведомственного взаимодействия и государственной поддержки, имеющей последовательный, стимулирующий, инициативный и ознакомительный характер. Выводы. Проведенный анализ научных трудов позволил систематизировать научные подходы к формам и мерам государственной поддержки инноваций на разных стадиях жизненного цикла. Таким образом, система государственной поддержки инноваций в АПК может быть реализована посредством создания цифровой платформы, что позволяет учитывать уникальные потребности каждой стадии инновационного процесса.
