The research is aimed at revealing the theoretical and methodological aspects of achieving the sustainability of the regional economy amidst modern challenges and constantly emerging risks and threats. The interrelation of the concepts of challenges, danger, threat, damage, and risk is theoretically substantiated. The statement about the primary role of risk and the obligation to implement risk management measures is substantiated. The manifestation of financial and economic risks and threats at the regional level is studied; and the functional orientation of each risk is revealed. It is shown that for the purposes of achieving the sustainability of the regional economy the risk of insolvency of the region is of the greatest importance, being the most critical in its financial consequences. The study showed the necessity of scientific justification of the transformative development of the regional economy, since the situation connected with the emergence of specific challenges and threats requires new methodological approaches. The advantage of the proposed approach is the possibility of grouping problem areas in relation to factors that have a negative impact on the stability of the regional economy. The study made it possible to classify the mechanisms and procedures that ensure the stability of the regional economy in modern conditions, taking into account scientific approaches.
Исследование направлено на раскрытие теоретических и методических аспектов достижения устойчивости региональной экономики в условиях современных вызовов в контексте постоянно возникающих рисков и угроз. Теоретически обоснована взаимосвязь понятий «вызов», «опасность», «угроза», «ущерб», «риск». Аргументировано утверждение о первичной роли риска и об обязательности осуществления управленческих воздействий на риски. Исследовано проявление финансовых и экономических рисков и угроз на уровне региона, раскрыта функциональная направленность каждого риска. Показано, что для целей достижения устойчивости региональной экономики наибольшую значимость представляет риск неплатежеспособности региона, как наиболее критичный по своим финансовым последствиям. Исследование показало необходимость научного обоснования преобразовательного развития региональной экономики, поскольку ситуация, связанная с появлением специфических вызовов и угроз, требует новых методических подходов. Преимущество предложенного подхода состоит в возможности проведения группировки проблемных зон применительно к факторам, оказывающим отрицательное влияние на устойчивость региональной экономики. Исследование позволило классифицировать механизмы и процедуры, которые обеспечивают устойчивость региональной экономики в современных условиях, с учетом научных подходов.
